Matters to Note When Applying the Japan Standard Industrial Classification

   The matters to note when applying the Japan Standard Industrial Classification (JSIC) to produce official statistics are as follows.

      1. When official statistics are produced using statistical surveys, JSIC shall be applied to statistical surveys conducted on the day when this notice comes into force and thereafter. When official statistics are produced using methods other than statistical surveys, JSIC shall be applied to statistics that start to be produced on the same day indicated above or thereafter.
      However, when preparing statistical surveys, classifications other than those of JSIC may be used if there are unavoidable reasons for doing so. In such cases, the classification used shall be specified.
Even for official statistics produced before the day of enforcement, JSIC can be applied to indicate the classifications in such statistics.
      2. In applying JSIC, it is permissible to use only some of its classification items; in addition, classification items except Divisions may be disaggregated or aggregated within the range specified below. Note that depending on the purpose of production of official statistics, to the extent that the classification system is not impaired, classification items may be indicated together.
      (a) In the case of disaggregation
        (i) If Major Groups are disaggregated, one of the Groups or Industries that belongs to a Major Group may be set as a new Major Group.
        (ii) If Major Groups are disaggregated, two or more Groups that belong to a Major Group may be aggregated, and the aggregated Groups may be set as a new Major Group.
        (iii) If Major Groups are disaggregated, two or more Industries in the same Group that belongs to a Major Group may be aggregated, and the aggregated Industries may be set as a new Major Group.
        (iv) If Groups or Industries are disaggregated, Items (a) (i), (ii), and (iii) above shall apply.
      (b) In the case of aggregation
        (i) If Major Groups are aggregated, two or more Major Groups that belong to the same Division may be aggregated, and the aggregated Major Groups may be set as a new Major Group. However, Major Groups that belong to different Divisions cannot be aggregated.
        (ii) If Groups or Industries are aggregated, Item (b) (i) shall apply.
