The Local Autonomy College accepts as trainees those public employees from developing countries who are engaged in tasks related to local governance, holding lectures for them at the college itself, providing them with on-site training at local public entities, and enriching their knowledge about local public administration in Japan, while striving for the qualitative improvement and development of local public administration in participating countries. This is implemented in collaboration with the Japan International Cooperation Agency (JICA) based on EROPA requests.
Lectures cover 17 subjects, including Public Service System, Local Government's Administrative Reforms in Japan, Local Public Finance Systems in Japan.
Trainees presented and exchanged views on the issues facing their own countries’ local public administration systems.
Each trainee created a perspective report on a theme of interest based on the knowledge gained and methods learned in this training, then made a presentation concerning analysis of issues in their own country’s systems, as well as policy recommendations on such issues.
